Resolved Question: What is this? It looks like some sort of shelter?

I was on holiday in a caravan park between Lowestoft and Great Yarmouth, and I came across this thing next to the sea. It was surrounded by barbed wire and a tall chain-link fence, and has a kind of door leading underground. What is it?
